Qinghai Tightens Oversight of Used Power Battery Recycling

2026-06-25

On June 22, according to the Qinghai Provincial Department of Commerce, the department launched a special campaign across the province to regulate the recycling and utilization of used power batteries in the commercial sector. The campaign is being carried out in coordination with the province-wide rectification of the end-of-life vehicle recycling and dismantling industry and in accordance with the requirements of a joint enforcement initiative involving five national departments. Focusing on green and low-carbon development, the campaign targets safety and environmental risks within the industry and covers the entire process of recycling, registration, traceability, transfer, and record management. It aims to address various illegal and non-compliant practices, further regulate market operations, and support the effective implementation of equipment renewal and trade-in policies.

The campaign follows the principles of comprehensive inspection, strict rectification, closed-loop supervision, and long-term governance. All end-of-life vehicle recycling and dismantling enterprises in the province are included within the scope of the campaign. Enforcement efforts focus on four major types of violations: improperly issuing end-of-life vehicle recycling certificates, unauthorized transfer or sale of used power batteries, falsifying traceability information, and improper record management. The campaign will be carried out in three stages. First, cities and prefectures will organize enterprise self-inspections and comprehensive surveys to establish lists of identified risks and problems. Next, joint enforcement inspections will be conducted together with departments responsible for industry and information technology, ecology and environment, market regulation, and transportation. Non-compliant enterprises may be subject to interviews, corrective orders, penalties, and credit-related disciplinary measures in accordance with the law. Finally, the campaign results will be comprehensively reviewed and representative cases will be publicly disclosed. Policy communication and warning education will also be conducted across the province to encourage enterprises to fulfill their primary responsibilities for production safety and compliant operations.

The Qinghai Provincial Department of Commerce will continue to consolidate the results of the campaign. On the one hand, it will improve long-term regulatory mechanisms covering interdepartmental coordination, information sharing, and joint disciplinary measures, while maintaining regular supervision and random inspections to prevent recurring problems. On the other hand, it will continue to improve system
